This scrub has no oil floating on top and is whipped. It was formulated to be an emulsifying sugar scrub, so it turns into a lotion when water hits it. The raw sugar in this scrub exfoliates and the oils and butter moisturize. This is an outstanding scrub that can be used on any area of the body. It will not burn like a salt scrub.
